Advisory Bodies of the World Heritage Committee

Advisory Bodies of the Committee include the International Union for the Conservation of Nature and Natural Resources (IUCN), the International Council on Monuments and Sites (ICOMOS), and the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM). They are responsible to
a)-Implement the Convention with expertise as guidelines;
b)-Assist the World Heritage Centre to prepare documents; assist to draw up session agendas; and assist to implement decisions of the Committee; 
c)-Assist to make and carry out the global strategy of the representative, balanced, and creditable World Heritage List;
d)-Supervise the protection of world heritages, and verify applications for international aid; 
e)-The ICOMOS and the IUCN are responsible to evaluate heritages that apply to be inscribed into the World Heritage List, and to submit evaluation reports to the Committee;
f)-Attend, as consultants, the sessions of the Committee and its Bureau;

The International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM)
The ICCROM, headquartered in Rome of Italy, is an intergovernmental body set up by the UNESCO in 1956. According to the Convention, in order to strengthen the protection of movable or unmovable cultural properties, it is mainly set to carry out investigation and research, compile documents, provide technical assistance and training, and implement programmes that are to raise public awareness.

The Convention-related special duties of the ICOMOS include: primary cooperation in regard of the training of cultural heritages; monitoring the protection of world heritages; verifying applications submitted by state parties for international assistance; and provide advice and assistance for the capacity-building activities.

The International Council on Monuments and Sites (ICOMOS)
Headquartered in Paris of France, and established in 1965, the ICOMOS is an international non-governmental organization which undertakes research on and promotion of the theory, methodology and technology for protecting cultural heritages.

The work of the ICOMOS is carried out in accordance with the guidelines of the International Charter on Preservation and Restoration of Monuments and Sites passed in 1964 in Venice of Italy (for more details, please refer to Attachment Seven).

The Convention-related duties of the ICOMOS mainly include: evaluate the programmes that apply to be world heritages, supervise the protection of world heritages, verifying applications submitted by state parties for international assistance, and provide advice and aid for the capacity-building activities.

At present, the ICOMOS has over 6,000 members from more than 100 countries, and all of them are specialists in architecture, archeology, art history, planning, and management and protection of heritages.

The International Union for the Conservation of Nature and Natural Resources (INCN)
World Conservation Union, formerly named the IUNC, was established in 1948 and headquartered in Gland of Switzerland. It provides worldwide cooperative opportunities for governments, non-governmental organisations, and scientific workers as well.

Its mission is to influence, encourage and assist societies all over the world to preserve the diversity and integrity of the natural eco-environment, and ensure any use of the natural resources shall be conducted on an equitable and sustainable basis.

The Convention-related duties of the IUCN include: evaluate the programmes that apply to be world heritages, supervise the protection of world heritages, verifying applications submitted by state parties for international aid, carry out trainings, and enhance the activeness of relevant parties especially the region where heritages are located.
